Der Wert von freier Forschung und Lehre f\u00fcr die Gesellschaft und f\u00fcr jeden einzelnen Menschen wird besonders deutlich, wenn diese in Gefahr ger\u00e4t. Politische Repressionen im Schul- und Hochschulbereich, Ausgrenzungen, intersektionale Diskriminierungen oder fehlende Wahlm\u00f6glichkeiten im Bildungsbereich sind f\u00fcr viele Menschen ein zentraler Beweggrund, nach Deutschland und besonders nach Berlin zu kommen. Schon heute sind knapp 20 Prozent der in Berlin eingeschriebenen Studierenden neu in Deutschland und kommen zu gro\u00dfen Teilen aus L\u00e4ndern, in denen die Wissenschaftsfreiheit bedroht ist. <\/p>\n\n\n\n

Was bedeuten Freiheit und Wissenschaftsfreiheit f\u00fcr diese Neuank\u00f6mmlinge? Welche Erwartungen haben sie an freie Wissenschaft, Berufsausbildung und Studium? Werden ihre Erwartungen erf\u00fcllt und wenn nicht: Warum nicht? <\/p>\n\n\n\n

Wir haben diese Fragen an junge und neue Berliner gestellt. Assistiert von Filmemacher Nagehan Uskan<\/a><\/em><\/strong> und H\u00f6rspielregisseurin Anouschka Trocker<\/a><\/em><\/strong>haben sie ihre Antworten und ihren Rechercheprozess auf k\u00fcnstlerische Weise dokumentiert. <\/p>\n\n\n\n

Neu-Berliner aus Pakistan, Algerien, der T\u00fcrkei und Afghanistan, die bereits studieren oder sich darauf vorbereiten, ihr Studium in Berlin fortzusetzen, nahmen an unseren kreativen Workshops<\/a><\/em><\/strong> \u00fcber Radio- oder Videoproduktion teil. Vier Tage intensiver Zusammenarbeit umfassten eine Einf\u00fchrung in Audio- und Videoaufnahmetechniken, die Definition von Forschungsfragen, die Sammlung von (Audio- und Bild-) Daten, die gemeinsame Erstellung der Dramaturgie und schlie\u00dflich den Bearbeitungsprozess der Dokumentationen. <\/p>\n<\/div>\n\n<\/div>\n<\/section>

die H\u00e4lfte der internationalen Studierenden in Berlin stammt aus (in dieser Reihenfolge) Indien, China, Syrien, \u00d6sterreich, der T\u00fcrkei, dem Iran und Russland, es handelt sich bei ihnen nicht um eine hypermobile Gruppe, die mit einem problemlosen gesetzlichen Aufenthalt<\/strong> in Berlin rechnen kann und deren M\u00f6glichkeit einer sicheren R\u00fcckkehr in ihr Herkunftsland<\/strong> nicht garantiert ist.<\/p>\n\n<\/div><\/div>\n<\/div>\n<\/div><\/div>\n

1. High Expectations among New Berliners<\/strong><\/a><\/p>\n\n\n\n

The expectation of many New Berliners is that education and academic freedom in Germany are significantly better than in their country of origin. The differential treatment this group of highly educated young people experiences compared to other (international) students is a reminder that it is their nationality, not their educational attainments that allows them access and mobility. This sets New Berliners apart from other international students who do not need to go through the often degrading visa application process and moves them closer to the realities of refugees and migrants.New Berliners are frequently not recognized as competent knowledge subjects, they are treated as recipients of \u2018the gift to be allowed to study\u2019 and are thus expected to be grateful. Nonconformity to show this expected gratitude to professors, academic personnel and administrations often has grave personal consequences for New Berliners. <\/p>\n<\/div>\n\n<\/div><\/div>\n\n

2. Formal barriers hinder access to education for New Berliners<\/strong><\/a><\/p>\n\n\n\n

From difficulties with the recognition of degrees, the transferability of existing knowledge and the need to acquire German on an high level before taking up studies, access to German Higher Education is \u201crigorous\u201d.<\/em> A very good command of German as a precondition to participate in higher education when knowledge of other, more common foreign languages like English is wide-spread. Thus this communicative choice is experienced as exclusion and a limitation to educational freedom. <\/p>\n\n\n\n

Appropriate information and support on how to apply and enroll and on the practicalities of student life in Germany are lacking. Often this information is taken for granted and therefore left out of measures to assist international students. In order to overcome this obstacle, a complete overhaul of the support offer and communication culture at the university would be necessary. <\/p>\n<\/div>\n\n<\/div><\/div>\n\n

3. Diversity management at universities does not include New Berliners<\/a><\/strong><\/p>\n\n\n\n

It is often overlooked that the majority of international students originate from countries to which safe return cannot be taken for granted and who are not hyper-mobile; for whom the acquisition of legal residency in Germany often causes immense amount of personal distress; who have difficulty navigating the German university as a system; and their protection from racism and discrimination both in and outside of the university is not guaranteed. Responsibility to address these barriers is left unaddressed, the attitude seems to be that here, too international offices are responsible and need to be trained in intercultural communication. International offices however have no influence on the daily routines in teaching and learning at the faculties. <\/p>\n<\/div>\n\n<\/div><\/div>\n\n

4. Content and form of study are not free enough for New Berliners<\/a><\/strong><\/p>\n\n\n\n

Professors and other academic personnel expect New Berliners to be experts on their country of origin and often treat them in a stigmatizing way. Methods used in teaching and learning at German universities are often perceived as traditional by New Berliners, whereas they wish to be exposed to new, more diverse canons of knowledge and ways of learning. <\/p>\n<\/div>\n\n<\/div><\/div>\n<\/div>\n<\/div><\/div>\n<\/div>\n<\/div>\n<\/div>

We took this artistic research a stage further and discussed it with a variety of audiences in Berlin and beyond, using it as a jumping-off point for further exploration and for initiating critical discussions about how New Berliners could be better served and supported.<\/h4>\n\n<\/section>

Das Thema des Wissenschaftsjahres 2024 ist die Freiheit. Denn sie ist von grundlegendem Wert und heute in einer Weise bedroht, die lange Zeit unvorstellbar war. Das Wissenschaftsjahr 2024 konzentriert sich daher auf verschiedene Dimensionen der Freiheit. Was genau ist Freiheit? Sind Freiheit und Demokratie miteinander verbunden? Wo beginnt die Freiheit?
