The forms of government of countries (parliamentary system, presidency etc.) and the problems they experience (ethnic, geographical and economic) directly affect the decisions taken regarding the planning of cities and the implementation of these plans. Throughout the term, general urban planning principles, the formation process of urban culture, the importance of cultural heritage in the urbanization process, the handicaps experienced in the protection of cultural heritage in the process of implementing security policies and the process experienced in determining priorities will be discussed.
